ENSMOV - Knowledge exchange for EU energy efficiency policies under Article 7 of the Energy Efficiency Directive (EED)
One of the European Union's targets is to improve energy efficiency by 32.5% by 2030 (compared to the energy consumption projected by PRIMES).
Article 3 of the Energy Efficiency Directive (EED) stipulates that EU Member States must contribute to increasing energy efficiency at national level.
Article 7 of the EED regulates the tool to be used to make this contribution. The states can introduce an energy efficiency obligation system or implement alternative strategic measures (e.g. energy taxes, subsidies for energy efficiency measures, etc.).
ENSMOV (Enhancing the Implementation and Monitoring and Verification practices of Energy Saving Policies under Article 7 of the Energy Efficiency Directive) supports policy makers and implementing bodies for Article 7 of the EED in the EU Member States and beyond in the further development, implementation and monitoring of their national energy efficiency policies in accordance with Article 7 of the Energy Efficiency Directive.
ENSMOV aims to:
- Enable and expand the exchange of knowledge and experience between Member States in the implementation of policy instruments
- Develop tailor-made resources for the implementation and monitoring of policy instruments (energy obligation schemes and alternative measures)
- Support national authorities in monitoring, reporting and reviewing their energy efficiency policies
Through the increased exchange of experience and the creation of support materials (such as best practice examples and guidelines), it will be ensured that the energy efficiency policies under Article 7 EED make an important contribution to achieving the European climate and energy targets.
