LOCATEE - LOCal Authorities to Tackle Energy povErty

The LOCATEE (LOCal Authorities to Tackle Energy povErty) project supports municipalities across Europe in reducing energy poverty in private multi-apartment buildings. By leveraging innovative tools, pilot projects, and the involvement of local stakeholders, LOCATEE aims to combat energy poverty sustainably. The project focuses on improving building energy efficiency, supporting vulnerable households, and integrating measures into municipal energy and climate plans.

LOCATEE employs a comprehensive toolkit that helps municipalities identify energy-poor households, plan and implement tailored measures, and sustainably integrate strategies into local policies. Pilot projects in Poland (Rumia), Portugal (Torres Vedras), and Greece (Piraeus) serve as pioneers to test practical solutions and scale them to other municipalities.

The main objectives of LOCATEE are:

  • Utilizing administrative data to develop household and building typologies to pinpoint priority intervention areas.
  • Designing specific renovation measures tailored to the needs of energy-poor households.
  • Assisting municipalities in integrating energy poverty measures into long-term plans such as SECAPs (Sustainable Energy and Climate Action Plans).
  • Training local authorities to act as intermediaries in the energy transition process.
  • Implementing pilot initiatives in Rumia, Torres Vedras, and Piraeus.
  • Developing a LOCATEE toolkit that can be scaled to additional municipalities across Europe.
  • Creating strategies to ensure the sustainability of project results beyond its duration.

The international LOCATEE consortium includes organizations from Austria, Poland, Greece, Portugal, Slovakia, and Belgium. These partners bring expertise in energy policy, energy poverty mitigation, social interventions, and communication to develop innovative solutions to reduce energy poverty in private multi-apartment buildings.
